Create a Partner API Bearer token

https://services.vexpay.africa/api/v1/partners/api/1.0/tokens

Authenticates with x-api-key, validates the optional partner and wallet selection, then returns a short-lived JWT Bearer token. Use the token for every other Partner API request.
